[ Law & Ethics ] Open Question : Can a parent legally charge their child for internet in British Columbia?

A friend of mine who is 16 recently came across a rule in his residence where if he wants internet he must pay $25 a month for it. Keep it mind this is his only way of communication to his mother because he will not pay for a phone. Is this legal in bc?
